Admission Policies
Admission Policy for Full-time Master’s program
Students seeking admissions to the master’s program can take one of the following tracks:
Application track: Students whose undergraduate average grades rank at the top 20 percent of their classes are qualified to take this track. An applicant needs to prepare and send to the institute an application package (including study plan, undergraduate course grades, at least two reference letters, and selected project reports).
Based on the qualifications demonstrated in their application packages, top candidates will have to take a
paper-and-pencil test and be interviewed by the graduate admission committee of the institute. The evaluation then involves two criteria with the weights below:
a) Interview performance: 40%
b) Paper-and-pencil test: 60%
Entrance examination track: Students who take this track must take the graduate-study entrance exam
organized by the university. The exam covers 3 subjects: economics, management, and 1 of the following 5
subjects: calculus, statistics, administrative law, urban and environmental planning, and case analysis of public affairs.
Admission Policy for Part-time Master’s program
The admission process for part-time master’s program in PAM consists of two stages. In the first stage, applicants (who have a bachelor’s degree and at least 5 years of work experience; or a master’s degree and at least 3 years of work experience) must send an application package (including study plan, undergraduate course grades, and reference letters) to the institute for evaluation and take the entrance exam organized by the university. Top applicants with the highest performance in the first stage are selected into the second stage, where the admission committee of the institute will interview each applicant. The scores in the application evaluation, entrance exam and interview are given a weight of 30%, 40% and 30% respectively. The overall performance of an applicant is the weighted sum of the three scores, and the top applicants will be admitted.
Admission Policy for Doctoral Programs
Each applicant needs to prepare and send to the institute an application package (including research plan, undergraduate and graduate course grades, at least two reference letters and master’s thesis). In addition, each applicant is requiredto take the entrance exam organized by the university given and be interviewed. 2. Doctoral entrance written examination (40%): Subjects of exam include economics, management, and 1 of the following 3 subjects, depending on the applicant’s potential major subdiscipline: decision and policy
sciences (or NGO and management), urban policy and management, and management of environment and
